Bandwidth Splitter is a popular third-party extension used to manage internet speed allocation, throttle bandwidth, and enforce traffic data limits across networks controlled by Microsoft ISA Server (or its successor, Forefront TMG).
Configuring Bandwidth Splitter involves three primary structural steps: declaring your total internet pool, applying shaping rules for speed throttling, and deploying quota controls to limit total data consumption. Step 1: Initialize the Main Pool
Before establishing restrictions, you must define your organization’s actual total incoming and outgoing internet connection speed. Open the ISA Management Console.
Expand the Bandwidth Splitter node located in the left-hand navigation tree.
Right-click Main Pool, select Properties, and enter your maximum internet line speeds in kilobits per second (kbits/s). Step 2: Configure Shaping Rules (Speed Throttling)

On the Shaping Type window, select Assign bandwidth individually to each applicable user/address to ensure every user gets their own dedicated speed slice instead of sharing the speed collectively. Complete the wizard and apply your settings. Step 3: Configure Quota Rules (Data Caps)
Quota rules allow you to limit total daily, weekly, or monthly data volume usage per user. Right-click Quota Rules and select New → Rule.
Assign a name (e.g., Daily Data Cap) and define your source network (Internal).
Under the Traffic Quota tab, check Limit total traffic (incoming+outgoing).
Set your maximum limit value in Megabytes (MB) and define the Reset period (e.g., Daily or Monthly).
In the Quota Type screen, choose Assign quota individually to each applicable user/address.
